Add an option to see the maximum note size (with attachments).

For now, features on NoteApps are binary: either an app implements something, or it doesn't. Including a feature that indexes something like "App enforces a maximum note size" could work, however off the top of my head I cannot think of any apps that enforce a per-note limit.
Do you think adding a feature describing "App enforces a global limit on note size" as well as attachment size would work?
