Offline => sync button and clear state about offline files

I think about Evernote : v6 had a sync button and it turn to blue and is animated while synchronizing, and when sync is ok : it turn to grey and become static.

With v10 : no sync button and no real state of offline notes.

There is currently very little in terms of UI, non-functional features. If we change this in the future, we will revisit this suggestion. @Bill can override this decision if he disagrees.
